The programme is built around a simple discipline. Waste is gathered close to where it is produced, moved quickly through clean transfer stations, and carried under cover to the site. Nothing is left to accumulate, by design.

02.1 The transfer station. Waste is tipped straight through to a waiting truck and leaves at once. Schematic.
Collection vehicles climb a gentle ramp to a covered deck and tip their loads through a hopper, straight into a haulage truck waiting in the bay below. A standby truck is always in position. Each truck leaves full and covered, on a continuous schedule, so that waste never sits and never spills.
The stations are placed close to the communities they serve, to shorten journeys and ease congestion. They run around the clock, coordinated from a single operations centre, and the site itself keeps a covered buffer so that a quiet day at the refinery never holds up a collection.
As part of the programme, Hamtracom intends to finance, install, maintain and empty public waste bins across the capital, at no cost to the assemblies, with twin-compartment bins for schools, markets and transport terminals and fill-level sensors at the busiest sites. Corporate sponsors are welcome to take part.
The commercial terms with the assemblies are built to be fair and secure: an indexed gate fee, a ring-fenced sanitation payment account, a dedicated share of revenue for host-community development, and a long-term commitment. The particulars are settled directly with each authority.
